If you bill Medicare Part B in California then you will be under Jurisdiction E (JE). All JE providers are now able to contact EDISS to enroll in Total OnBoarding System. TOB is an online registration and testing tool. Providers use it to register with EDISS, add and modify registration and test electronic claim submission.
